By informing the system operator in advance, the user has the right to use his own/personal means of electricity generation, foreseeing the conditions that the produced/generated electricity will not flow into the distribution network and will be fully utilized only for the user's own consumption. Flow of electricity generated by own means of electricity production/generation to the distribution network of the system operator is allowed only in the case of registration of the said means of production with the system operator as a micropower power plant or in the wholesale market of electricity as a generation licensee or a small power plant in the same part of the means of production.
The overflow in the electricity distribution network must be limited by the user in the internal network by arranging the corresponding automatics or other technical means, or/and the special scheme of user’s internal network that technically restricts overflow of the generated electricity into the distribution network.
With the purpose to control the overflow in the electricity distribution network, a two-way (reverse) meter is installed at customer who owns his personal means of electricity generation in accordance with the following procedure: upon detection of the fact of using his own means of electricity production, the system operator informs the customer in accordance with the applicable legislation of the means of generation on prohibition of electricity overflow in distribution network before the registration at electricity wholesale market or with the system operator and will give a reasonable term to the customer for registration, which should not be more than 3 months.
After the expiration of the mentioned period without results, if during this period the user has not requested installation of a two-way (reverse) meter with a relevant application, system operator will install the two-way (reverse) electricity meter itself and will charge the user with the fee for the installation of a smart meter, in accordance with the offered packages defined in Appendix No. 4 of the Rules.
In case of violation of restriction condition for flow in the electricity distribution network by the user, when the means of generation owned by the user is not registered in the appropriate form in the retail or wholesale electricity market in accordance with the acting legislation, and the data recorded on the two-way (reverse) meter installed with the user proves that the electricity has been generated in the distribution network illegally for (unauthorized) overflow, the system operator will take appropriate measures, including:
The customer shall not set a reasonable time limit for the arrangement of the appropriate automation or other technical means in the internal network, and after the expiration of the mentioned period without result, he shall arrange the appropriate automation in the distribution network and demand a one-time reimbursement of the expenses incurred to prevent overflow in the electricity network.
