in accordance with the paragraph 6 of article 24 of “electricity distribution network rules” of resolution no 19 of georgian energy and water supply regulatory national commission” : person who wants temporary connection with standard condition addresses system operator with the standard form application on “temporary connection request” and pays the cost offered for this service by the system operator in public form in advance. herewith, existence of standard condition does not deprive the right to the customer request connection with non standard condition upon application based on the corresponding technical specification.   non standard all connections that are not foreseen by the standard connection packages. non standard is the connection when customer himself asks for non standard connection. person who wants temporary connection with non standard condition addresses system operator with the request of issuing the technical specification of temporary connection. system operator reviews the application of person who wants temporary connection with non standard condition within 10 working days and issues technical specification of temporary connection that includes the point for connection to the existed distribution network, voltage stage and capacity for connection. in case of fulfillment of the temporary connection works with non standard conditions with mutual agreement, agreement between the system operator and customer is concluded by what commitment of the parties, work due to implementation and issue of ownership/possession formed as a results of this work are precisely defined. in case of temporary connection with non standard condition, if connection works embrace strengthening of existed distribution network, system operator is authorized to request from the person who wants the temporary connection reimbursement of the expenses needed for strengthening the network completely. at temporary connection with non standard condition, if the term required for temporary connection exceeds 3 calendar months, after completion of the works foreseen by the technical specification of temporary connection, customer is authorized to organize metering knot himself or ask system operator to carry out the service of organizing the metering knot. after completion of the works foreseen by technical specification, addresses system operator with request to start electricity supply and in case of requesting the organization of metering knot by the system operator will also pay the cost defined for the corresponding package in line with the annex no 3 of rules. in case of the case foreseen by paragraph 15 of this article , system operator will organize metering knot and will start supply within the term defined by the annex no 3 of the rules. annex download here : application form of non standard temporary connection

second stage of connection to the distribution network – includes fulfillment of the works foreseen by connection technical specification, agreement of the technical project by system operator and successful completion of relevance testing defined by articles 150-165 and operational notification defined by articles 138–145  of requirements indicated into the articles 121–136  of “network rules”  by small capacity power plant.     ii stage of connection of small capacity power plants to the electricity distribution network is started after signing the agreement on connection foreseen by the article 69 prima article 6 of the mentioned rules by the parties and entire payment of the fee for the second stage of the connection.    cost for the connection point (readiness of the network) is determined for connection of small capacity power plant to the distribution network that is established in accordance with the connecting capacity and is calculated in the following way: where  – cost of connection point of power plant (readiness of the network)              - installed capacity of power plant;              – cost of the connecting capacity 1 mw of power plant   a)  for the plants with installed capacity up to 2 mw - k= 60 000 gel (including vat) b) for the plants with installed capacity up to from 2 mw to 15 mw - k = 300 000 gel (including vat) for an example: in case of request for 2 mw, cost for readiness of the network is 2 × 60 000 = 120 000 gel. in case of request for 3 mw cost for readiness of the network is 3 × 300 000 = 900 000 gel.   person/entity who wants connection (applicant) is obliged to pay the cost fully within 20 (twenty) working days after signing the agreement on connection foreseen by the paragraph one of article 69 prima article 6 of these rules by the parties that is calculated in the following way: a) cost for the second stage of connection at  organizing the cells in substation owned by the system operator is the sum of the cost for network readiness calculated in accordance with the paragraph 13 of article 69 prima article 2 of these rules and cost of the second stage for connection to the electricity distribution network. b)  in case of invasion into the system operators’ owned electricity transmission line,  second stage of the connection is the cost for network readiness foreseen only by the paragraph 13 of article 69 prima article 2 of these rules

გამანაწილებელ ქსელთან მიერთების მეორე ეტაპი მოიცავს მიერთების ტექნიკური პირობით გათვალისწინებული სამუშაოების შესრულებას, სისტემის ოპერატორის მიერ ტექნიკური პროექტის შეთანხმებას და მცირე სიმძლავრის ელექტროსადგურის მიერ „ქსელის წესების“ 121-ე-136-ე მუხლებში მითითებული მოთხოვნების, 138-ე-145-ე მუხლებით განსაზღვრული ოპერატიული შეტყობინებისა და 150-ე-165-ე მუხლებით განსაზღვრული შესაბამისობის ტესტირების წარმატებით დასრულებას.   მცირე სიმძლავრის ელექტროსადგურის ქსელზე მიერთების ii ეტაპი იწყება ზემოაღნიშნული წესების 696 მუხლის პირველი პუნქტით გათვალისწინებული მიერთების ხელშეკრულების მხარეთა მიერ ხელმოწერისა და მიერთების მეორე ეტაპის საფასური სრულად გადახადი შემდგომ.   მცირე სიმძლავრის ელექტროსადგურის გამანაწილებელ ქსელთან მიერთებისთვის განსაზღვრულია მიერთების წერტილის (ქსელის მზადყოფნის) საფასური, რომელიც დგინდება მისაერთებელი სიმძლავრის მიხედვით და გაანგარიშდება შემდეგნაირად: სადაც,  - ელექტროსადგურის მიერთების წერტილის (ქსელის მზადყოფნის) საფასური;            - ელექტროსადგურის დადგმული სიმძლავრე;            - ელექტროსადგურის 1 მვტ მისაერთებელი სიმძლავრის საფასური:  2 მვტ-მდე დადგმული სიმძლავრის მქონე სადგურებისათვის  k= 60 000 ლარი (დღგ-ის ჩათვლით);  2 მვტ-დან - 15 მვტ-მდე დადგმული სიმძლავრის მქონე სადგურებისათვის k = 300 000 ლარი (დღგ-ის ჩათვლით). მაგალითად: 2 მვტ-ს მოთხოვნის შემთხვევაში ქსელის მზადყოფინის საფასურია 2 × 60 000 = 120 000 ლარი. 3 მვტ-ს მოთხოვნის შემთხვევაში ქსელის მზადყოფნის საფასურია 3 × 300 000 = 900 000 ლარი.   მიერთების მსურველი (განმცხადებელი)  ვალდებულია, მიერთების მეორე ეტაპის საფასური სრულად გადაიხადოს ამ წესების 696 მუხლის პირველი პუნქტით გათვალისწინებული მიერთების ხელშეკრულების მხარეთა მიერ ხელმოწერის შემდგომ 20 (ოცი) სამუშაო დღის ვადაში, რომელიც იანგარიშება შემდეგი წესით: სისტემის ოპერატორის კუთვნილ ქვესადგურში უჯრედის მოწყობისას მიერთების მეორე ეტაპის საფასური წარმოადგენს წინამდებარე წესების დანართი n6-ით განსაზღვრულ სისტემის ოპერატორის ქვესადგურში უჯრედის მოწყობის  შემთხვევაში, ელექტროენერგიის გამანაწილებელ ქსელთან მიერთების მეორე ეტაპის საფასურისა და ამ წესების 692 მუხლის მე-13 პუნქტის მიხედვით დაანგარიშებულ ქსელის მზადყოფნის საფასურების ჯამს. სისტემის ოპერატორის კუთვნილ ელექტროგადამცემ ხაზში შეჭრის შემთხვევაში, მიერთების მეორე ეტაპის საფასური წარმოადგენს მხოლოდ ამ წესების 692  მუხლის მე-13 პუნქტით გათვალისწინებულ ქსელის მზადყოფნის საფასურს.

connection of small capacity power plant to the network is regulated by the rules of “electricity distribution network” of resolution n19 dated on june 28 of 2021 approved by the national energy and water supply regulatory commission of georgia where  the prima chapter xvi/1 is dedicated.   connection to the distribution network is carried out in two stages:   first stage – includes submission of the documentation requested by the article 69 prima article 3 of these rules  and application  from the person/entity who wants to be connected to the electricity distribution network to the system operator, agreement of the mentioned documentation by the system operator  and sending the  offer for connection foreseen by the article 69 prima article 6 of these rules  to the person/entity who wants connection.   with the purpose to start survey, person/entity who wants the small capacity power plant to be connected to the electricity network shall address system operator and the system operator shall prepare and issue the offer for connection to the distribution network.      system operator prepares advanced survey of connection to the distribution network within 15 working days upon receipt of the application. if by the mentioned survey is stated that expenditure to be carried out  by system operator for compliance of the request  foreseen by the application exceeds by no less than two times  more the cost of the connection point established by the commission (readiness of the network) and accordingly, connection instead of this cost is not admissible in economical viewpoint, system operator shall send the grounded refusal on connection  requested by the application to the person/entity who wants connection (applicant) and to the commission.    connection to the electricity distribution network of small capacity power plant can be carried out with the following standard options of connection offer: a) organizing of the connection cell in system operator substation b) invasion into the electricity line of system operator   standard option of the connection to the electricity distribution network is determined  by mutual agreement of system operator and applicant (person/entity who wants connection) and in case of disagreement, system operator is obliged to issue an offer for connection to the distribution network in accordance with the article 69 prima article 6 of these rules. for connection of the small capacity power plant to the distribution network, cost of the connection point (readiness of the network) is defined that is established in line with the connecting capacity and is counted as follows:  where,  – cost of connection point of power plant (readiness of the network)               - installed capacity of power plants              –  cost of 1 Мw connеcting capacity of power plant a)  for the plants  with installed capacity up to 2 Мw  k= 60 000 gel (including vat) b)  for the plants with installed capacity from 2 mw up to 15 mw  k = 300 000 gel (including vat)   application form for connection of small capacity power plants to the electricity distribution network  is approved by the commission decision application shall include the following information: personality/name of the person (applicant) who wants connection, identification data, personality of the representative contact info of the person assigned for receiving the technical information name, location  of the power plant to be connected and coordinates of global positioning (gps) type of the primary energy source (hydro, sun, bio and etc.) presumable dates for completion of outdoor electricity supply  works  by the applicant, owner of the small capacity power plant and for the readiness for connection to the network presumable date for launch of small capacity power plant  into exploitation presumable stage of connecting nominal voltage of small capacity power plant and connection point installed capacity of small capacity power plant other information determined  upon commission decision    filled in the application also shall be attached by (is required): a) document confirming the payment of the cost for technical economical survey and first stage of connection to the electricity distribution network defined by the annex n 5 of these rules for the connection of small capacity power plant. b) substantiation on technical necessity for connection on requested voltage stage c) hourly and monthly graphics of electricity forecast generation by small capacity power plant    it is desirable that the filled in the application is attached by: a)       memorandum b)  other documentation second stage – please see on this link: https://www.energo-pro.ge/en/service/stage-ii/41

connection of autonomous electric vehicles to a charging point/station
the conditions for connecting the charging point/station to the distribution network apply only to the connection of charging devices to the distribution network, the use of which is not restricted to a circle of persons and is not intended for personal use only. in addition, connecting the charging station to the network does not mean supplying electricity to the facility or a defined area at the place of its placement. the connected power of the charging station does not participate in the calculation of the connected power of the object or the defined area at the place of its placement, and the use of the charging station (electricity consumption) for other purposes is not allowed. the electric charging station must be equipped with an independent power source and must have an individual smart meter. the person wishing to be connected must apply to the relevant system operator in physical or electronic form (in written form) with the "application for connection to the distribution network of charging stations for electric autonomous vehicles" approved by the commission's decision. the person wishing to be connected is obliged to submit the consent of the charging station (device) placement to the system operator with the application, unless the person wishing to connect (applicant) and the real estate owner are the same person. connection fee for charging device at 0,4 kv (380/220v) and 6/10 kv to the distribution network is 50% of the new facility connection fee, according to the offered package. the fee for increasing the capacity for connection of the charging station/plant  connected based on the above mentioned  paragraph is  50% of the fee of connecting capacity increase determined by the package corresponding for the standard cases of capacity increase (in accordance with the  offered packages) if the location of the charging station (facility or defined area) is not supplied from another supply point, the case where no more than 20% of the capacity for connection is used to supply electricity to this facility and/or its location (territory) shall not be considered as another purposeful use of the charging station. and/or for the generation of electricity with own means of electricity generation. in this case, the user is responsible for the protection and control of the permissible limit of use of the charging station for other purposes in his internal network. however, the burden of proving the authenticity of this information is imposed on the user. in the case of granting the consent for the placement of a charging station for a specific period, connection must be canceled immediately after the termination or expiration of this consent, if the purpose of the station is not maintained by the owner or by the new owner. the system operator is obliged to inform the user registered at the charging station in the shortest possible time. the connection of the charging station to the distribution network must be done separately and an individual metering system must be arranged, regardless of whether the place of connection (facility or defined area) is supplied with electricity. if the charging station and other objects are connected to one cadastral code, the capacity of the connecting object and the charging station's connecting power must be indicated separately. if the user intends to use the charging station connection for another purpose, he must inform the system operator in advance. if the connection of the charging station is not carried out during one year period  after completion of the connection works provided for in this article or the charging station is not used for 10 years, the system operator is entitled to cancel this connection, after notifying the user 3 months in advance. the user has the right to request the cancellation of the independent power source of the charging station, and the system operator is obliged to fulfill the request in the shortest possible time, without paying any additional fees or costs.geo application forms: connecting the charging station increasing the capacity of the charging station
