regulated new connection
in case of construction of the residential block, enterprise or other object, also seperation of real estate (customer), when connection of the new customer to the distribution network takes place, person (or group of persons) shall apply to the system operator with the application “on request for connection of the new object to the distribution network” (that represents request for connection on standard terms of the contract for connection of the new object to the distribution network in written form (electronic or material form). if the requested connection is not in compliance with the definition for the connection of the new object foreseen by the rules, it is not admissible to discuss the mentioned based on the articles 17 and 18 of the rules and system operator is obliged to return advanced paid fee for the connection to the person who made a request within 10 days period. person who wants to be connected (applicant) is obliged to pay 50 % of the fee for connection of the new object to the distribution network represented into the application before submission (except the case foreseen by the paragraph 3 of this article) and pay the rest amount (if other is not agreed by the parties) in the following way.a) residential customer – within 20 days from the date when the electricity supply was started; b) nonresidential customer – within 10 days from the date when the electricity supply was started. the applicant (applicant) is obliged, before submitting the application, to fully pay the fee for the connection of the new facility to the distribution network indicated in the application, when there is: a) connection of a multi-apartment residential building to the distribution network; b) connecting a new facility to the 220 v voltage level. system operator is obliged after payment of the connection fee for connection of the new object to the distribution network is done, works (whole technological cycle) of connection to the distribution network of new objects to the 0,220 kv, 0380 kv and 6/10 kv voltage to carry out within that territory boundaries where carries out electricity distribution. a) in case of 0,4 kv voltage new object – in 600 m radius from existed 0,4 or 6-10 kv distribution network under system operator ownership b) in case of 6/10 kv voltage new object – in 6 km radius from distribution network under system operator ownership connection of the new object shall be carried out in accordance with the terms requested by the relevant application. person who wants to be connected has the right to choose: a) metering knot voltage stage where the metering knot should be organized (except the case foreseen by the article 18 and 16 of these rules) b) connection capacity on relevant voltage stage where metering knot in line with the offered package should be organized.

micro capacity power supply
micro capacity power plant represents renewable power source under customer or customers’ group ownership (including the possession, lease, leasing or in other form), that is connected to the electricity distribution network by connecting to the customer internal net or directly to the distribution network. capacity of micro capacity power plant does not exceed 500 kw. retail customer or group of the customers has the right to request connection of micro capacity power plant under its ownership to the distribution network of the power plant. connection of micro capacity power plant to the distribution network is carried out with the payment condition of “micro capacity power plant connection fee” to the distribution licensee, in accordance with the requirements “electricity (capacity) supply and consumption rules”. installed capacity of micro capacity power plant under retail customer ownership should not exceed connecting capacity of the customer to the distribution network and installed capacity of micro capacity power plant under retail customers’ group ownership should not exceed the total connecting capacity of these customers’ group to the distribution network. a) in case of connection of the existed customer to the internal network – “fee for organizing the smart meter” defined by the annex no 4 b) in case of micro capacity power plant connection directly to the distribution network - “fee for connection of the new object on 0,220 kv, 0, 380 kv and 6/10 to the distribution network” foreseen by the annex no 2 and “ fee for organizing the smart meter” defined by the annex no 4. c) in case of requesting the use of micro capacity power plant by the customer (for organizing the smart meter) – “ fee for organizing the smart meter” defined by the annex no 4, except the case when customer is connected to the low voltage side of common transformer point or has the smart meter; d) in case of capacity increase when there is an increase of customer connection capacity, during the use of micro capacity power plant connected to the internal network or increase of customer capacity using the micro capacity power plant or micro capacity power plant connected directly to the distribution network – fee foreseen by the rules on capacity increase.
the installed capacity of a micropower plant connected to the distribution network through inverter is defined as the smallest capacity between the installed capacity on the ac /alternating current side of the inverter and the installed capacity of the generation equipment on the dc /direct current side."
in case of a change of the installed capacity of a micropower plant (including a micropower plant connected to the user's internal network), customer is obliged to inform the system operator in written form immediately.
if the installed capacity of micro capacity power plant under ownership of the customer or group of customers exceeds total connecting capacity of the user or group of the users to the distribution network (but no more than the upper limit of the installed capacity established by the micro capacity power plant), system operator sets a deadline for starting the process of increasing the capacity to be connected to the user or group of users registered to the subscriber number (for applying to the system operator with a corresponding application) and/or for bringing the installed capacity of the micro power plant in line with the capacity to be connected to the distribution network of the user (or group of users) at least 10 business days in advance by text message to the customer or group of customers. after the warning, it will stop supplying the micro power plant or the customer to whose internal network the micro power plant is connected.
if the installed capacity of the micropower plant exceeds the upper limit of the installed capacity established by the commission for the micropower plant, after recording this fact, the means of electricity generation loses the status of the micropower plant provided for in the first paragraph of article 21 of the rules, and the conditions of charging and settlement established by the legislation of georgia for the owner of the micropower plant stop.
the maximum peak load of the distribution network of jsc “energo-pro georgia” in 2024 amounted to 1098 mw. according to article 21, paragraph 9 of resolution #19 of the georgian national energy and water regulatory commission of june 28, 2021, the maximum installed capacity of micro-power plants allowed on the network is 219.6 mw. as of february 28, 2025, the installed capacity of micro-power plants connected to the network and accepted by applications exceeded the allowed capacity on the network.
