Temporary beneficiary of part of real estate

In case when the part of real estate under ownership of the person is handed to the other one in a temporary use, registration of temporary user (direct user) as for the customer (if such request exists), observing the terms foreseen by the rules, it can be carried out after proper arranging of metering knot, by what definition of electricity individual consumption of this customer would be possible by System Operator. In case defined by this paragraph, organizing the metering knot and electricity wiring for the customer is the commitment of the System Operator. Despite the mentioned, System Operator is obliged to draft the act on meter inspection (metering knot) in line with the requirements of the rule.

In case of temporary use of part of real estate by the customer, if receipt of electricity by the customer is done through owner’s electricity, after what branching on different customers of electricity network is done, purchase of the electricity consumed by this customer is carried out on control meter installed before the branching. For this customer, the noted meter is the settlement meter and pays cost of consumed electricity with that tariff on which voltage electricity receipt and registration in this meter is done from the system operator network. In such case, accordingly supplier or/and system operator are obliged in accordance with the requirements defined by system operator rules:

a) Carry out service to each customer in accordance with the terms defined by the acting legislation and rules

b) Payment with the customer to be carried out individually, also bill individual fee in accordance with the electricity consumption.

c) Difference caused by the technical loss between the sum of each customer individual meters and control (settlement) meter, distribute proportionally of electricity consumed by the customers

d) Among the customers, in regard with the billing and in which case, study the issue and fix the position;

e) In case of necessity, make correction of the database on the control(settlement) and individual meters’ reading of customers according to the acting legislation and terms defined by the rules

f) In case when the debt billed by the customer is not paid timely, request on suspension of electricity sypply by the supplier, should be executed by system operator and electricity supply on settlement meter shall be done with the condition for electricity supply suspension of that customer on whom the debt occurs. Use of this subparagraph by supplier or system operator is possible only in that case if suspension of electricity supply to the mentioned customer is not managed by system operator.

If one or more independent person is placed in one building, which remetering is impossible in technical view point or is not admisable, only in case of advance approval of the commission, system operator is authorized, based on the material or electronic form agreement drawn up with the mentioned persons register them as customers after registration as individual customer. Calculation of the electricity volume consumed by them will be carried out through the meter registering the common consumption. In such case system operator is obliged to:

a) Submit contract foreseen by this paragraph to the commission timely;

b) Make each person as individual customer and carry out service based on the rules and agreement concluded with them.
